Wellington | Fixed-term contract | ASAP start to 25 June 2027
Job Reference Number JAA6620
Make a difference through evidence-based analysis
Our central government client looking for an experienced Senior Business Analyst to lead a significant review of New Zealand’s Anti-Money Laundering and Countering Financing of Terrorism (AML/CFT) regime.
This is an opportunity to deliver a complex cost-benefit analysis of the current reporting regime, assessing the intelligence value of reporting alongside the compliance costs and operational impacts for reporting entities. Your work will help inform future policy and regulatory decisions.
About the role
You’ll lead the project from initial planning through to final reporting, bringing together quantitative and qualitative evidence from across government, regulators, operational agencies and industry.
Key responsibilities include:
- Leading a complex cost-benefit analysis and evaluation project.
- Assessing the intelligence and operational value of PTR reporting, including reviewing processes, data and sampled case files.
- Analysing compliance costs and operational impacts for reporting entities.
- Designing and undertaking qualitative and quantitative research.
- Facilitating stakeholder interviews, workshops and consultations.
- Producing high-quality reports, insights and practical recommendations to support policy and regulatory decision-making.
About you
You’re a confident senior analyst who can navigate complexity, work independently and turn detailed evidence into clear, actionable insights.
You’ll bring:
- Experience leading complex analytical projects, reviews or evaluations.
- Strong qualitative and quantitative research and analysis skills.
- Experience with case sampling, file reviews, audits, evaluations or similar evidence-based assessment.
- The ability to engage effectively with diverse stakeholders in government, regulatory or complex organisational environments.
- Excellent written communication skills, with a track record of producing robust reports and recommendations.
- Strong critical thinking and the ability to work through ambiguity.
Experience in cost-benefit analysis, economic modelling, regulatory impact assessment, programme evaluation, business analysis, process mapping or benefits realisation will be highly relevant.
Knowledge of AML/CFT, financial intelligence, financial crime, compliance or regulatory systems would be an advantage, as would experience handling sensitive or confidential information.
The opportunity
This is a chance to contribute to important regulatory work with real implications for policy, industry and the effectiveness of New Zealand’s financial intelligence system.
Contract: ASAP start to 25 June 2027
Location: Wellington
Salary: $110,000 to $145,000 depending on skills and experience (possibly some flexibility for the right candidate)
Eligibility: Applicants must be New Zealand citizens or permanent residents.
