Are you an experienced Programme Manager passionate about creating more inclusive, accessible and equitable health services for disabled people and whānau?

We are seeking an experienced Programme Manager to join a large healthcare organisation in Wellington on a 3–4 month contract, working 30 hours per week - starting ASAP.

This is an exciting opportunity to lead the implementation of the Disability Health Roadmap programme — a significant programme of work focused on transforming the way health services are designed and delivered for disabled people and their whānau over the next 3–5 years.

You’ll bring strong programme leadership, change management and stakeholder engagement skills to a role where your work will have a tangible impact on health outcomes and equity.

About the role

As Programme Manager, you will provide strategic and operational leadership across multiple workstreams, teams and locations. You’ll ensure robust programme management systems, governance and processes are in place to successfully deliver a complex portfolio of work.

Working closely with Disability Health colleagues and internal and external partners, you will support the delivery of both simple and complex projects, build strong stakeholder relationships, identify opportunities for innovation, and lead change from planning through to implementation.

You will:

  • Lead the implementation of the Disability Health Roadmap programme and coordinate delivery across multiple workstreams.
  • Partner with internal and external teams to oversee end-to-end delivery, ensuring work is delivered effectively and on time.
  • Lead the development and refinement of programme strategies aligned with organisational goals, national and regional health priorities, and the Disability Health Roadmap.
  • Develop detailed programme plans covering objectives, scope, deliverables, timelines, dependencies and resource requirements.
  • Lead, motivate and support cross-functional project teams, providing direction, guidance and performance feedback.
  • Establish and manage robust governance structures, reporting frameworks and decision-making processes.
  • Identify and manage programme dependencies, risks and issues, initiating appropriate corrective action where required.
  • Lead change management activities, taking responsibility for the planning and implementation of change alongside Disability Health colleagues.
  • Build and maintain positive, transparent relationships with a diverse range of stakeholders.
  • Lead reporting requirements relating to the NZ Disability Strategy, including reporting to Whaikaha – Ministry of Disabled People and the Health and Disability Commissioner.
  • Prepare high-quality reports and presentations for a range of stakeholders, including the National Quality Forum.
  • Identify opportunities to improve service delivery, innovation and the experience of disabled people accessing healthcare.

About you

You’re an accomplished programme leader who can confidently operate across complex environments, bring people together around a shared purpose, and turn strategy into action.

You’ll bring:

  • At least 5 years’ programme management experience, ideally within healthcare delivery, health transformation or public sector service design.
  • An appreciation and understanding of the UN Convention on the Rights of Persons with DisabilitiesNZ Disability StrategyEnabling Good Lives principles, and the Health of Disabled People Strategy.
  • A strong understanding of different disabilities and the different ways disabled people experience and navigate health services.
  • Excellent communication, influencing and presentation skills, with a proven ability to develop positive and transparent stakeholder relationships.
  • Strong programme planning, governance, risk and change management capability.
  • Advanced skills across the Microsoft Office suite, particularly Outlook, Word and Excel.
  • A genuine commitment to improving health outcomes, reducing health inequalities and promoting equitable access to healthcare.
  • The ability to work collaboratively across functions, locations and organisational boundaries while maintaining momentum and accountability.

It would be great if you also have:

  • P3M3 training/qualifications or equivalent programme management experience.
  • Experience in Continuous Quality Improvement.
  • Established networks that support current knowledge of leading practice.
  • A demonstrated understanding of a human rights-based approach to disability.
  • Experience in community engagement and working meaningfully with disabled people, whānau and communities.
